when zoom in or out, snap ratio to some whole numbers or invert whole numbers. for example: 1:4, 1:3, 1:2, 2:1, 3:1, ... ,10:1, 16:1 ...., rather than 2.01:1, 9.91:1...; 1:1.98, 1:2.08 never a perfect 1:2

Go to Edit/Preferences/Image. There are options for Zoom Style and Zoom Increment.
Select Zoom Style Arithmetic and Zoom Increment 1.0 or 0.1 etc.

Click on the Zoom setting drop-down on the Status bar, and select Zoom To Original Size. This will give you a starting point zoom value of 1:1.

Is this sufficient?

[Note that you may need to select a new image before the option changes are recognised]

Zoom Style Arithmetic works for small numbers. but does not work well wider range, it is too fast close to 1:1, and too slow when numbers getting larger.

drop-down menu or context menu costs too much time, also these ratios are in a sub-menu. hot key z can go to 1:1.

Go to Edit/Preferences/Keyboard and click on the Action column header to sort the entries.
Scroll down to the bottom where there are entries prefixed with Zoom

You may set keyboard shortcuts for these entries.
