Allow ingredients to have an expiry date

Some server owners have reported players hoarding items such as wheat and hay bales.
The items which expire should be configurable rather than relying on detecting which items are edible.
Additionally, attempting to use an expirable item within a recipe should expire it if it is past its date, similar to attempting to consume one.
