Smart Care: Daily Routine needs a "Location Mode" qualifier #77249

Smart Care:Daily Routine needs to test on whether the "Location Mode" is (for example) Day, Night, or Away. If mode is "Away", then inactivity isn't interesting and should not trigger an alert.
