I don't know about styled-components, but Emotion does have a css macro/function that can be used in vanilla JS. I'm not sure when did it start being 100% stable because I am not very familiar with the history of CSS-in-JS, but it appears to me that to currently say that Emotion is not framework-agnostic is simply not correct and thus should be changed in the README.
If I'm wrong, I look forward getting educated on the topic. 😄
