[🚀esl-tooltip]: remove disable-arrow atribute

As an ESL Architect, I want to remove the disable-arrow attribute from ESLTooltip as excessive.

The user has the option of directly disabling the arrow by setting the corresponding class marker, or, when creating dynamically, passing the arrow disabling through the parameters. Therefore, the third way to disable the arrow is redundant, and it creates certain problems that we get rid of by removing it.
