[🚀notes] create a note container associated with snippet (POC)

Idea board:

• Create a tooltip icon that allows to showing of associated note content (if exists)
• Make a section at the top of the playground (basically as user desires as we definitely will create a component of that e.g uip-note ) (can by styled as info by default)
• Idea: collapsible state for section described in the previous point (we displaying a info icon and display the whole note only if user clickes/activates)
