Use root site for redirects only

Some users need a setup where the root site doesn't contain any content but redirects to a subsite:

/        // root site
/de/   // German site
/en/   // English site

What we currently suggest: assign a language to the root site that doesn't exist (x-no-language) and link that site to all the others. This could be improved: it should be easier to set up, and it should work without a fake language.

Maybe this should go into a separate plugin? It might need a specialized theme too.
