EN APIの状態（Status）がAndroid, iOSで定義が異なるので吸収する仕組みが必要。

作業中、XamarinのAndroid向けExposureNotificationバインディング「Xamarin.GooglePlayServices.Nearby.ExposureNotification」の GetStatusAsyncメソッドの定義に不整合が見つかった（ xamarin/XamarinComponents#1094 ）。

Pull Requestは提出済み。
