Describe the feature request

Requesting to expose CreateEnvWithGlobalThreadPools functionality in the Python API.

Describe scenario use case

CreateEnvWithGlobalThreadPools, introduced by #3177 , is useful when serving multiple models.
It seems that the C# API exposes this functionality ( #14723 ).
