Agent Dropdown has not options for OS

I am using a docker container deployment of Caldera 5.0.0 and after some trivial issues, i was finally able to get it running. I am at the point where I am trying to install agents and the dropdown menu is empty. I am not sure if this means a plugin failed to load or anything but I don't see any indication that it would have.

I tried loading in 4.2.0 and get error messages pertaining to the requirements.txt file and haven't made any progress there.
