Before proceeding, is there an existing issue or discussion for this?

Description

Currently site anchors and level anchors look exactly the same. There is no clear indication for users that an anchor belongs to the whole site (visible + accessible across all levels) rather than belonging to just the current level. This will probably lead to confusion and mistakes by users.

Implementation Considerations

However we visually distinguish site anchors needs to be consistent with the outlining behaviors of regular anchors.

A simple visual cue might be to add a line along the z-axis running a short distance above and below the anchor, giving the user an indication that this anchors reaches up and down to the other levels.

At the same time we may also want to consider a change of visual cue for lift anchors since the current one is not consistent with the aesthetic of the latest level anchor visual.
