The macos-12 environment is being deprecated on github, and will be removed shortly: actions/runner-images#10721

This will result in our CI tasks being unable to run for macos. GitHub suggests that we should update to macOS-13, macOS-14 (macos-latest) or macOS-15

Scope

  • Pick between 13, 14, and 15
  • Update CI to use the version we want.
