The main long term reason for having some form of Manager account is to allow for closing and freezing/thawing of accounts. Is there a less controlled way that would make this work? Potentially having a third party WNS contract that has these controls that creators can use but is not Required for WNS usage?

That is worth exploring. WNS can prototype features that may eventually make it into token extensions (eg groups).
