neither kiwix nor kiwix-tools compile against 14.0.0. IUUC, the tip version of each should though, so we can update to unstable versions if desired.

this is the same thing which happened with the last libkiwix release though. i'm inclined to just wait until kiwix and kiwix-tools make their next release, unless somebody really wants the new libkiwix sooner.
