Rational:
before this PR, user that are member of account.group_account_readonly (Show Accounting Features - Readonly) or account.group_account_invoice (Billing) can not read account fiscal years.
with that PR gives access to that members of that two groups. (same configuration as core settings for account.move and account.move.line)
